Disinvestment is primarily undertaken to improve the efficiency of CPSEs by introducing market discipline and to raise resources for developmental expenditure, such as social infrastructure and debt reduction. While reducing debt is a possible use of funds, it is not the sole or primary stated objective. Furthermore, governments often aim to retain significant management control or strategic stakes even after disinvesting a portion of equity, especially in critical sectors.
