The Arctic Council is a high-level intergovernmental forum set up to address issues faced by the Arctic governments and the indigenous people of the Arctic, regarding the rapid changes occurring in the Arctic region. Its members are the eight Arctic states: Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States. Several non-governmental organizations and observer states also participate. Countries like Japan and the United Kingdom are not full members of the Arctic Council.
