The Arctic Council is a high-level intergovernmental forum for addressing issues important to the Arctic region and its inhabitants. Its eight member states are Denmark, Finland, Iceland, Norway, Russia, Sweden, the United States, and Canada. Permanent participants also represent indigenous peoples of the Arctic. Countries like Japan and the United Kingdom are not full members but hold observer status.
