Westerlies are generally observed in the mid-latitudes, blowing from the west towards the east. Statement 1 is incorrect because westerlies blow between 30 and 60 degrees North latitude and also between 30 and 60 degrees South latitude, not specifically between 30 N and 60 S. Statement 2 is correct as the winter rainfall in the northwestern parts of India is primarily caused by the Western Disturbances, which are extratropical cyclones originating in the Mediterranean region and moving eastwards, thus being part of the westerlies system.
