The Montagu-Chelmsford Reforms of 1919 did not grant universal adult suffrage. While some provinces did extend voting rights to women based on property or educational qualifications, it was not a blanket grant to all women above 21. The Government of India Act of 1935, however, did provide for a limited franchise and introduced the concept of reserved constituencies for women, although not as broadly as later provisions.
