The Government of India Act 1919 introduced dyarchy in the provinces, dividing subjects into reserved and transferred. Reserved subjects, managed by the Governor and his Executive Council, included crucial areas like justice, police, land revenue, and general administration, which were considered vital for maintaining law and order and state revenue. Transferred subjects, on the other hand, were handled by ministers responsible to the legislature and included areas like local self-government, sanitation, education, and public works, intended to give Indians more say in governance.
