As per the Constitution, a Money Bill can only be introduced in the Lok Sabha. While the Rajya Sabha can suggest amendments, it cannot amend a Money Bill. If the Rajya Sabha fails to return the Bill within 14 days, it is deemed to have been passed by both Houses in the form it was originally passed by the Lok Sabha. The Lok Sabha has the ultimate authority to accept or reject any recommendations made by the Rajya Sabha.
