Correct answer: B. 2 only

The Vice President of India is elected by an electoral college consisting of the elected members of both Houses of Parliament. Nominated members of either House are not eligible to vote in the election of the Vice President. However, in the Presidential election, only elected members of Parliament and state legislative assemblies vote, excluding nominated members. The Chairman of the Rajya Sabha (who is also the Vice President) and the Deputy Chairman are indeed members of the Rajya Sabha.
