A constitutional government, by definition, operates under the rule of law and a constitution that limits governmental power. Its primary function is to protect individual liberties from arbitrary state action by imposing restrictions on the authority of the state itself. Conversely, placing restrictions on individual liberty in favour of state authority is characteristic of authoritarian or totalitarian regimes, not constitutional governments.
