Article 77(3) of the Constitution empowers the President to make rules for the more convenient transaction of the government of India's business and for the allocation of that business among the ministers. This ensures an orderly functioning of the executive. However, all executive actions of the Union government are expressed to be taken in the name of the President, not the Prime Minister, as per Article 77(1).
