A parliamentary system, as adopted in India, is characterized by the executive branch deriving its democratic legitimacy from and being accountable to the legislature. The principle of collective responsibility means that the Council of Ministers, headed by the Prime Minister, remains in power only as long as it commands the confidence of the lower house of Parliament, the Lok Sabha. If the Lok Sabha passes a no-confidence motion, the entire government must resign.
