Fundamental Duties were added to the Constitution by the 42nd Amendment Act, 1976, based on the recommendations of the Swaran Singh Committee. While the Constitution does not provide for direct enforcement of these duties, the Parliament can make laws to penalize any infringement. However, these duties are not legally enforceable in themselves, nor are they correlative to legal duties in the same way that rights are correlative to duties. For instance, a legal right can be enforced through courts, but there is no such direct mechanism for Fundamental Duties.
