The Government of India Act of 1935 introduced a federal structure. While legislative powers were divided between the Centre and the Provinces, any powers not explicitly assigned to either were designated as residuary. These residuary powers, which included the authority to legislate on matters not enumerated in the lists, were vested in the Governor General, not the Federal Legislature or the Provincial bodies.
