The Sarkaria Commission, established to examine the relationship between the Union and State governments, emphasized that the appointment of the Governor should be such that the appointee is an eminent person from outside the State. It further suggested that such a person should be detached from local politics and should not have been actively involved in politics for a considerable period before their appointment, to ensure impartiality and dignity of the office.
