In a liberal democracy, liberty is best safeguarded by ensuring that no single organ of the government becomes too powerful. The separation of powers, where legislative, executive, and judicial functions are distinct and operate as checks and balances on each other, prevents the abuse of authority and protects individual freedoms. Centralization of powers and even a committed judiciary or an elected government, while important, can still lead to the suppression of liberties if power is concentrated without adequate checks.
