The President of India, in consultation with the Governor, declares which communities are to be considered Scheduled Tribes for the purpose of the Constitution, through a notification. This ensures uniformity in the identification process across the country. A community notified as a Scheduled Tribe in one state may not be recognised as such in another state because the lists are state-specific.
